Reason: It is inappropriate—and, perhaps, even cruel—to use public resources to fund the arts when people's basic needs are not being met.

Should nation suspend government funding for arts in terms of the existence of the significant numbers of poor since it is cruel to use public resources for arts while someone's basic needs are not being met? This question has raised issues on the usage of the limited resources towards arts or basic needs concerning the morality and practicality.



Admittedly, we should utilize the limited resource to enhance the living standard of the mass especially the citizens are hungry or unemployed. The ultimate goal of the government is to serve the whole citizens to a better life, therefore,the funding largely should be spent on the emergent needs for those poor. We may take USSR for example. This country had devoted lots of its resources to the research especially on astronomy, leaving the citizens largely hungry,ending up with the collapse of the nation. Learning from this analogy, it is cruel to use most of public resources to fund the arts while large population are out of food, therefore the great amount of funding should be cut.



However, the speaker have overlooked the functions of the arts, which may play a profound role in providing jobs for those who desperately need, the movie industry in Hong Kong is an cogent example. In the last century , the Hk citizens had witnessed the uproar development of the movie industry in HK, which had created lots of jobs as well as affluence to the whole society. According to this example, we can conclude that the development of the arts would provide lots of the opportunities for the citizens,therefore, the government can make a better living standard towards funding the arts rather than saying it is cruel to funding arts.



Another function of art ,to inspire the nation ,would also be an great supporting ideas to against the speakers claim.We may take Bruce Lee for example. Bruce Lee had really inspired the HK citizens through his arts who largely are hungry or unemployed, then the poor class would be  motivated to make a difference told by Lee. In other words , the citizens who are poor would be get better situation illuminated by arts which would be funded by government.



In final analysis, the government should balance situation both considering the morality as well as the practicality.We should utilize the limited resource to enhance the living standard of the mass especially the citizens are hungry or unemployed by identifying the emergent need,in the same time ,we can utilize the function of the arts like booming the industry and inspire the nation to a better one.
