That left us with B.  The passage says "term length at black schools was approaching that in white schools".  In other words, "term length at black schools increased, but was not as long as that in white schools yet", so B "teachers in white schools had more time to cover material during a school year than did teachers in black schools." is right.  There is no trick here.  You just need to understand that "term length" and "time to cover material during a school year" are basically referring to the same thing -- how much time students spent in school learning.
