其实这只是一个 so... that...的句型。

So dogged..., so persistent..., that....

我个人觉得题目不是特别完美，因为逗号隔开了两个so,如果用and 连接，然后补出第二个so 句子中的was，就好了。不过gmat只是选相对最好的。  个人见解，还需NN验证。
