我觉得   the introduction of the technology 是 negotiated的宾语，而 “negotiate the introduction of the technology ”是 省略“that”作 labor unions的 定语从句，修饰labor unions

management and labor unions negotiate是不是应该修饰the particular way，难道negotiate既修饰the particular way又修饰the introduction of the technology。。。
