帮帮忙解读为什么选c

这道题的意思就是说Cleveland is the only one of a large number of communities on the Great Lakes那么后面的宾语从句应该修饰Cleverland 呀，况且宾语从句最近lakes而不是修饰communities，所以不懂为什么选c，还请大家指点一下。

我比较郁闷的不是that修饰谁，而是their和its... 如果我来做我想想是不是选D，因为C里边their 指代不清，community还是Lakes？。。。it只能指代Cleveland。而且D里面of +动名词和and后加动名词的的确确是平行，C表目的最好后面应该是and to attract。。。
但是着实C简洁了 D罗嗦了a way只有to 或者by which的，没有of的。。。
凭语感还是会选C，但是那个their让我很难受。。。
同问，不明白。。

因为that后面的成分是修饰 a large number of communities 的吧。。。所以只能用are looking。。。。所以后面的代词也只能用their了吧。。

that 应该就近修饰lakes，而题目的主语是Cleveland，而且又说和其他的communities不一样（but one of 。。。）所以我觉得that应该修饰Cleverland

that不可能跳过介宾短语修饰主语的，最多只能跳过介词短语，一般是就近修饰。

我觉得that are looking to its waterfront在修饰communities， Lakes自己不能looking to its waterfront， 就近原则要在逻辑上讲的通的情况下使用~相比之下gmat更强调逻辑性~
