答案b，这里Three percent of current retail sales is less than the amount collected through property taxes是说3%这个比例比从物业税中抽取的比例要小还是说3%的零售税整个比目前的物业税要小？而且我觉得老外的思维真的很奇怪，有时候出来一些跟题目主干无关的就说是错的，但是像这道题跟题目主干无关又是对的，不知道怎么有什么判断规则。

Just keep your eyes on the words current and would not necessarily reduce, you will find that, even Three percent of current retail sales is less than the amount collected through property taxes, however, if B is a fact, then it is probable that Three percent of the future retail sales will be equal to or even more than the amount collected through property taxes

sales 是from该地区所有的人的，仅仅parents from school不交钱不会影响总收入

在应用新税法之前，学校资金=消费税+财产税。现在新税法下，如果E，那么学校资金=不太可能减少的消费税收入。如果选B，那么学校资金=原消费税（这时候没提变多还是变少）+新消费税来源（新开的店），一比之下，高下立判。如果E，那么学校资金还是会减少，因为少掉的财产税那款，没有新的收入补充。
