A对, 如果可以追查到拨打者的信息就会使乱打火警有被警察逮到的风险, 从而起到了降低false call的作用

同意A，可以用取非的方法，看是否削弱结论，A取非：火警部门无法找到记录火灾的具体地点，削弱结论。
C：less information 不会对控制火灾的能力影响太大，也许会没有什么效果。
D，还少了个逻辑链：回应错误报警会降低火警部门的应对报警的能力，但不一定用私人电话报警就不会降低其应对报警能力。

但是原文的premise和这个conclusion有个gap: 就是这个without hampering people’s ability to report a fire==>这个是新内容，argument没有提到过，但是在结论中突然被抬出来了。所以要作为结论的话，必须有个premise来qualify这个情况，相当于assumption把，所以选项找个Removing the boxes 之后依旧能够打电话报警的的内容。看下来就A最合适了
