背景信息差不多。我想起来了，说是这个城市做一个测试，测试的时候有15%的fire alarm boxes是被关闭的（deactivated），但是测试结果发现火警对火情的反应没有影响。所以说就算deactivated全市的fire alarm boxes，也不会对火警的灭火效率有影响。问哪个质疑了这个观点。
我选的是15%被deactivated的fire alarm全部都在这个城市telephone最普及的那个地区
