背景信息差不多。我想起来了,说是这个城市做一个测试,测试的时候有15%的fire alarm boxes是被关闭的(deactivated),但是测试结果发现火警对火情的反应没有影响。所以说就算deactivated全市的fire alarm boxes,也不会对火警的灭火效率有影响。问哪个质疑了这个观点。
