我选的E, 但是答案是C. 关于这个我有点疑惑，文中只说了早上，但没说什么时候的火灾，Thomas有可能是在火灾前经过的市政大楼，那么他就不可能会看到火灾，那C答案就不对了。而且如果C答案正确，那么我觉得A也正确，只有在火灾附近才能看到火灾嘛。 请各牛们帮我解答下疑惑，谢谢！
