硕士在美国申请phd还用托福吗？

而且据说作为一个母语非英语的人来说，不提供托福成绩（即使能waive）的申请者比提供托福成绩的申请者占劣势。

我在 UC-B 里找到的是
Exception to Required TOEFL Examination
If at the time of application you have already completed at least one year of full-time academic course work with grades of B or better at a U.S. university, you do not need to take the TOEFL. Instead, you must submit an official transcript showing at least two semesters of COMPLETED coursework from the U.S. university. The following courses will NOT fulfill this requirement:

   Courses in English as a Second Language
   Courses conducted in a language other than English
   Courses that will be completed after you apply
   Courses taken through distance learning or via the Web
   Courses of a nonacademic nature.



CORNELL是
TOEFL is not required of applicants who have studied full-time for two or more years in a college or university where English is the language of instruction and the college or university is located in a country where English is the native language. Applicants from Singapore are not exempt and must take the TOEFL.



STANFORD的是
I'm an international student receiving a degree in the U.S.  Do I need to submit the TOEFL?  No, the University grants an exception to the TOEFL requirement for students who have earned a bachelor or master degree from a regionally accredited U.S. college or university before beginning their studies at Stanford.
