AB的a citizen hoild（s) 有明显问题！ C的话前面如果是省略with，那么还对。但我认为C的with不一定是存在的。 D最大的问题是beacuse of 后面加名词性短语，但这里不是……

所以，不知道选那个了

其实D还有一个问题就是，making放在这里他的逻辑主语是很有歧义的，可以是前面的law，也可以是后面的immigrants，所以我认为A和D都不对，E的被动没有意义，D的A law在句中很孤立，所以只有B是合理的没有问题的选项

另外，这句话中的it应该是代表后面的”that从句“或者”for a unite state…………coins“

一个过去分词+ 一个现在分词, 两个分词连用来修饰一个名词,这种情况在大全877也出现过, 所以不能算错的
另外,这里是Law, 要注意, passed用过去分词, 表示已经完成的动作, 而making用现在分词,因为是law,所以一直有效,当然要用现在分词
