倒是在LZM的书里见过这样的结构：当用一个物体的持续性动作对该物体进行限定性修饰时，采用-ing形式，相当于表明该动作时该物体的一个永久属性，而若是法令或权力的内容，则用现在分词短语对该法令或权力进行限定，如the regulation banning smoking

那按照这种说法，a law （passed in 1993） making it a crime punishable 就能够成立

这道题如果必须选择一个答案，我选C，虽然C也可能有问题。

先说说B和D的错误

B的错误起码有一个hold，不说了

D的错误在于，本句没有表示因果的意思，D的意思说，因为法令的颁布。。，移民发现。。。，在gmat的题目中，很少看见这样表达因果的，这并不是典型的因果关系句。而且because of 后面加一大堆东西，一般来说也被ets抛弃

下面来说为什么C对
C的结构是独立主格，ets喜欢的常用结构，类似的结构在大全里很多。

关于独立主格，直接引用jnlvo在“大全注释”中对959的论述

959.Child care already a solid part of the employee benefits package at many companies, more businesses are focusing on a newer family benefit known as elder care, servicing for older dependents.
(A) Child care
(B) With child care
(C) Child care as
(D) Being the Child care was
(E) With child care's being

独立主格只有B。独立主格在句首根据意思可加with。独立主格with+n+(as)+n,主句。有时也可把with置句后。分词做独立主格有时前面可以加with或without, 如The park is beautiful with all the trees putting on a tender green. 此外，with常常用在独立主格结构前，构成介词短语作状语。这种用法中的with不表达什么意义，因而常可省略。请看例句：
1)With a revolver in his right hand, Johnny hurled his muscular body against the door and smashed it down with a crash.(约翰尼右手拿着左轮手枪，健壮的身体猛扑在门上，轰隆一声把门撞开了。)
2)The traffic inched along,with horns honking.(汽车缓慢地向前挪着，喇叭声不断响着。)
此题名词+名词。名词+名词作独立主格一般用作同位; 修饰主句一定要加with(参见OG104)。故A不好。
其它独立主格形式：
名词(代词)+现在分词、过去分词；Weather permitting ,We'll go to the Summer Palace.
名词(代词)+形容词；
名词(代词)+副词；This little excitement over, nothing was to be done but to return to a steadfast gaze at my mute companion.
名词(代词)+不定式；
名词(代词) +介词短语构成。He came out of the library, a large book under his arm.

回到这道题上来，此题并非n+n形式的独立主格，with自然可以省略。
而且独立主格结构对逻辑意思的表达更为贴切。
C唯一的问题是关于make的用法，这里make it for sb doing是否也可以正确。
虽然make it后面并非一定要跟that或者to do,
例如：
1,She made it in films when she was still a teenager.
2,We just made it in time for the wedding.
3,I can't make it on Friday.
4,She has made it through the worst of the illnesss now.
但目前没有找到任何可以直接确认选项C用法正确性的例句,我也认为C里面关于make的用法是可能错误的。

D的错误是介词+分词

Choice A is best. In B, the participle staging inappropriately expresses ongoing rather than completed action, and the prepositional phrase containing this participle (with... it) is unidiomatic. Likewise, C uses the participle being inappropriately. In D, the use of Excepting in place of the preposition Except for is unidiomatic. Choice E is awkward and wordy.

这里holding变成分词短语修饰citizen,好象citizen是个crime一样，逻辑意思有问题

我想问的是..B除了hold的时态之外，还有没有别的错误呢?

我现在很疑惑的是关于with的用法.到底有没有逻辑主语的问题呢?什么时候有什么时候没有呢?请NN指教.我的意思是,如果这题with有逻辑主语的话,那么immigrants做主语就逻辑上不合理了

B. besides "hold" should be "holds", I don't know what "that a US citizen hold" modifies.

In addition, "that a US citizen hold gold in the form of bullion or coins" seems to be a incomplete sentence.

So, I prefer D to B.

因为make+N.+adj. 不就可以了吗

不懂it 在这里的作用 我唯一想到的是 it=to hold......   那这样是不是代表D是唯一的答案了   虽然我选了C  但是好像只有D可以解释这个it

这题当然选D了，几个选项的结尾都不对，只有make it a crime for a United Stated citizen to hold gold.....正确表达，

意思是

It's a crime for a United States ciziten to hold gold in the forms of bullions.

it指代hold gold in the forms of bullions.

这种结构就像 it's difficult for me to do this assignment一样

看结尾， 排除A.B.C， E中的being多余，意思也怪，所以排除

B中的with 也不对， with多表示‘伴随’的意思，

如 With a book in hand, the teacher came in the classroom. 很少表示因果关系

也不是移民‘带有’这个法律

而本题明显是因果关系啊，因为这个法律，所以移民发现他们不得不surrender身上带的gold
