，这是作者的观点，我觉得作者观点的重点是这种proposal不会影响到public报警，A的话，并不能体现这一点，只能起到降低prank calls数量的作用

C 说了private call 比 alarm box的好的地方，但是如果有任何一个alarm box 比private call好的地方，譬如电话线会被烧断而alarm box没有这种担忧，就直接把结论给weaken了。。。所以C有瑕疵啊
