My two cents:
In the structure " the price of sth", sth means the stuff that worth this value. However, in D, "the price of what the manufacturers charge...", "what" actually refers to the amount the manufacturers charge for the drug. So, assume D is right, it become, "the price of the amount that manufacturers charge for the drug". Whatever you might think, I do believe the amount does not have a price.....
Meanwhile, I did not see any sign showing that the "of...." is modifying the "three times of". the "Price of" following "the three times of" already works as a modifier, if somebody does think that D is modifying the "three times", then it should be: "three times of the price, of what manufacturers charge for the drug....." Here "what" what is equivalent to the "price"..
My problem is chose from C or E, both sounds great. However in E, I really doubt whether we can say "Charge at"....
anyway, I will choose C in real exam, as I have not seen a conclusive answer so far....
