我认为要表达句中的意思，有两种方式：

1，A new hair-growing drug is being sold for three times the price that the drug’s maker charges for another product with the same active ingredient.（that 做price定于从句的引导词）

2，A new hair-growing drug is being sold for three times of what the drug’s maker charges for another product with the same active ingredient.(用what替代the price, 引导名词性从句)

选项d错误的原因在于带回原句后，既有the price, 又有what,变成了the price of price。所以选c.

支持选C, charge a price for sth，是标准的用法，that引导宾语从句。

且看以下這個簡單的例句：The price of an apple is three times the price of a kiwi fruit.

此句又可簡化為：The price of an apple is three times of a kiwi fruit.

基本上 the price of A is XX times of B 是比較價格時的慣用法之一

再回到原題：A new hair-growing drug is being sold for three times the price 後面必須接 of sth.

至於這個sth.是什麼呢？就是 what the drug's maker charges for another product with the same active ingredient.   這個waht除了引導子句外，也是當作charge的受詞用。

換句話說，sb. charge price for sth 的用法的確是對的，但是在這裡並不構成選C的理由

個人淺見，請大家指教。

我感觉在表达倍数关系时有一种表达法是这样的：A  is  3 times the size of B 那么在这句话里，应该是drug1 is being sold for 3 times the price of drug2, 那么如果把D选项带入，则what应该指代drug2 但是带入原句我们看到，what the drug’s maker charges for another product with the same active ingredient. 这里的what明显相当于指代了the price(of drug2) ,这样的话，把这个what带入比较的句子中就会出现：drug1 is being sold for 3 times the price of （the price of drug2） 于是我看到出现重复了。

另一方面，我感觉在A  is  3 times the size of B中，of B 的作用就是对the size的性质进行限制（表明是B的size），那么本题的c选项that从句也完全起到了这样的作用，尽管我还没有见过类似A  is  3 times the size that……的结构，但是我还是支持选C

"charge a price for sth." 是標準用法, 沒錯, 但那是 "charge a price for sth." 的用法, 不是 "price"的用法.
