B选项里很明显France and the United States  是并列的两个部分，所以可以省略in
但是D E选项里，and 前面有完整的诸位结构，

例如D的the rate of fatty foods consumed
如果us前面不加in ，这个句子就会变成两个主谓结构的并列：
the rate of fatty foods consumed …… and the US is ……

再来看E：
不加in 就不知道the US到底是跟F并列，还是属于and 后面的句子。

我还特地把12345改成大写的abcde。。。难道是浏览器的原因。。

但是如果是and引导的另一个分局不是应该用逗号隔开的嘛。

一般and 后面并不是主谓结构完整的句子，前面就不能加逗号，除非会造成歧义。

and后面是完整的主谓结构，前面就加逗号
