我记得说陈述法律法规的具体内容用doing，这里的agreement 应该也算是法规的一种吧，有个例题你可以看下，是GWD3-Q22，那题是说a law making....我还记得prep08-test1中有一道也是讲法规的题，但是题号不记得了。XDF的老师讲过政府行为法规等用doing表重复性，而用定语从句则表一次性。希望对你有帮助~
