it's a long-debated proposition, I think this question is rather ambiguous, as we can not really derive from the passage what the author is really arguing about. because we can not be sure whether the author is placing emphasis on "equality" or "substantial tax increase", in other word, the author can be either 'YESing' the proposition, or 'NOing" it.

I doubt the completeness of the passage.

sorry, 昨天晕了, 搅乱了局势, 弥补一下.

基本大多数COWS选B, 其实本题比较明显.

假设11年前盖了几所一摸一样的房子, 中间有的转过手. 税是这么收的.(没看背景材料)

with P13: 第一年底, 最近一次成交价 * %1, 其后每年涨%2(inflation), 就是乘1.02, 这样, 11年后, 今年底, 750 * 1.02 ^ 10 = 914.

2000的房子, 今年底就是1%. 最多2000

without P13: 每年都是当年的市场价(即使不买卖) * 3%, 如果inflate, 就会涨. 现在人人都要交6000

这么看, 只有B.

D说identical properties WILL ... 是不一定的, 要视房子的买卖情况而定. 而且我同意本文是说P13好话的, 因为对象是房主(both you would pay 6000), 除非房子大跌价, 否则3%的税, %1每年涨%2要50年.

所以是B吧. (即使标准答案是D, 凭我们的能力也是能说服自己的, OVER)

想来想去,觉得还是B对,唯一原因是B里有个LIKELY,其他选项都太绝对,不排除小概率事件的发生.如果B把LIKELY去掉,B也是错的.因为,如果房价狂跌的话,即使交3%的PROPERTY TAX也比以前交1%的PROPERTY TAX少.

我覺得這題不是數學題, 不需要考慮數字是怎麼算出來的, 只要看三個數字 $914, $2000 & $6000, 得出結論, 就是在P13底下的tax遠低於沒有P13的tax就好了, 因此選B...
