Are you sure it is the case in NYC/HK? Never heard anyone on floor speak non-English language.

false, I have a classmate (mscf) landed an offer from gs risk modeling, while it's true he is the only non-phd, but you can still get the job if you are good. he didnt took the offer tho.
The typical ideal path for risk management is MBA->Asset management/Portfolio Management (not quant fund).
While it is true that MSCF students could land S&T job, Chinese students usually only get S&T offer in Asian. It's pretty tough for non-native speaker/non-US undergrad to do traditional sell-side S&T (flow and structuring business) in NYC. Some hedge funds do hire MSCF student for trading role.
