First of all, congratz on your offers from two great schools!
I am a Chinese/Canadian applicant in a similar situation. I also got in at CMU in R1 with $10K/ year scholarship. My situation is a bit different as I also got in at Ivey Western Ontario with a full scholarship (and waiting for a few other US schools in R2). However, I work at TELUS in Vancouver and I know a number of Ross alums & CMU alums so hopefully I can provide some info for you to consider (what I learned first hand about Ross/big school vs. small school in general):
A few comments (from a Canadian Ross senior alum, Director at TELUS):
1. Ross is a big school, so it has all the positives and "negatives" of a big school. Ross has a better reputation than CMU in the US for sure. That's due to the fact that CMU has a smaller alum base. However, Ross is challenging with regards to recruiting, especially for international students. It is generally less personalized, so in order to stand out it is challenging. Here are his verbatim comments about

When choosing between schools, I asked a number of VPs (BCG alum, Tuck grads). Their thoughts are almost consistent:
Is Your Target School a strong enough brand where I want to work to be worth thecost delta?” For example in my case right now, their thought is that IF my goal is to come back to Canada in the long term, then take the Ivey full ride offer. But if I am committed to go to the US, CMU, or any of the other schools that I am waiting, is a great choice. Don't look at the money in this case then.
3. Each school is a "core school" to certain companies. For example, CMU is particularly popular among IT/Telecom/Tech/Operations firms - Amazon, Booz, MS, ATK Consulting, all consider CMU as a "Core" school. So if your focus is in that kind of companies, then CMU will be a good choice. As a contrast, Ross is a lot more diverse I think, and will likely have more opportunities in other industries.
When I was thinking about it, it's almost like comparing U of T to Waterloo, a very popular debate among Chinese undergrad students - U of T has a better general brand/overall reputation, but Waterloo is top notch in Tech/Comp Sci.
Anyways, those are my two cents for now. Hopefully they help a bit.
