I think E is more adequate than A. The major reason of implementing the policy, as described in the context, is that most such plants (rare wildflowers) sold to gardners have been difficult to propagate under cultivation. Therefore, if there is a new way to solve the problem, the policy would not be necessary.
A is not relevent as it only describes the phenomenon that people new to gardening usu do not know how to take care of the plants and become discouraged. It has nothing to do with the conclusion.
