6th AD @ Oklahoma State U @MS Quantitative Financial Economics，问题求助

上午才收到，冷门学校的热门专业，有知情人士知道这个学校怎么样啊？特别是有无在读的还在板上混的啊？学校邮件有点看不太明白：


The MSQFE Program Committee is pleased to offer you a position as a 0.25 FTE  Graduate Research Assistant (GRA) in the Masters of Science in Quantitative Financial Economics Program for the 2011-2012 school year.  The position requires 10 hours of work per week and you are required to be enrolled in at least 9 hours of graduate coursework relevant to your degree each Fall and Spring semester in which your assistantship is in effect.  Your specific assignment will be determined prior to the Fall 2011 semester. This appointment may be renewed subject to satisfactory progress toward your degree, satisfactory performance of assigned duties, and availability of sufficient funds. The assistantship is a quarter-time appointment with the expectation that you will work 10 hours per week for a compensatory stipend of $2,800 per school year.

Out-of-state students (students who are not residents of Oklahoma) employed as quarter time graduate assistants enrolled in at least 9 credit hours appropriate to the intended degree, pay tuition at the in-state student rate. This is done solely for the purpose of having all graduate, research and teaching assistants subject to the same tuition and fees, regardless of residency status. The value of this benefit to non-resident students enrolled in  eighteen hours of graduate credit is approximately $19,953 per school year.  In addition, each quarter time assistant will receive a Graduate Advancement Program (GAP) resident tuition scholarship equivalent to three hours of resident tuition each Fall and Spring semester in which they are so employed (currently $873 per school year).

In addition to the above compensation and tuition benefit, the single-person health insurance premium will be paid on your behalf.  This benefit adds $890 to the value of your financial package.
上面几点不太清楚，是说作为RA每年可得2800刀？一周十小时，那岂不是太少了？
那个the value of this benefit也不太明白，in-state rate是300一个学分，out-of-state是750一个学分，怎么也算不出19953出来。后面还有个873一年又是什么意思呢？
只看懂了最后一个，890，代我把保险交了。
求大牛们解答啊

同学是也是Okstate?我也觉得有点少，不过那边生活成本挺低的

哦，这样子，我也搞不懂，是觉得有点少，那个什么0.25FTE不晓得是个啥子意思。。
还有那个value of什么什么的，是不是说学费减免了19000，还是让我交19000多哦，居然有点不明白这个邮件，G白考了

我也不晓得，这学校信息太少，我了解的
优点，中国人少，便宜，有交易室，每年都参加Rotman交易大赛。
缺点，地方差，排名低
