Our PhD coordinator, Dr. XXX,  is out of the country till  March 14th.  He will be making a decision soon for our two positions, but in the meantime,  we are wondering if you have any other relevant information to submit that would help him make a decision?   You may submit other information to us  using my information below.

Also if you will be accepting another  offer, please let us know as soon as possible so that we may remove your name from our  list.

i don't think this accounts for a short list. it sounds to me more like that you passed their initial review.

It does not mean you are in shortlist, on the contray, you have already in their thinking.

If u have any offer from any other schools, just let them know.
It could help them reduce Asyymetric information problem, which also helps u.
