PSU的HR如何？可以和UIUC, OSU, MSU等齐名吗？

PSU明顯不能，只是指HR的項目來說。UMN比他家要好的多。PSU綜排較好

是指Cornell UIUC UMN MSU Rutgers吧 OSU是不是也进不了这第一军团呢？

There is no official rankings here, you can refer to Kevin's posts for general info. Besides that, I think BYU and Purdue are often on companies recruiting list.

I asked this question because I saw the website of Penn State says that "Graduates of the Penn State HRER master's program have great success when they enter the job market. Ninety-five percent of our alums have at least one job offer prior to graduation. Many have multiple offers. "
So I am a little confused...

Normally international students are not counted towards replacement rates.
