服务业和制造商是这样的结构吗？
现象：经济生产率增长缓慢，原因：占经济大比例的服务业生产率下降（虽然制造业上升，但其只占一小部分）
产生该原因的原因：
 1、服务业的traditional measures没能真反映其生产率（制造业相反）
  2、制造业在面对外国竞争时，工作更加有效率，而服务业相对竞争弱，没有此现象。
