当代造的small cars 比较对象是small cars at any other time in their production history，指代small cars ，是复数，所以用those，如果指代单数的比较对象，一般用that

我认为是有修饰语的时候，并且修饰语超过两个各时候，就要加了；如果此题只是small cars的话，没有后面的定语从句再来作修饰语，可以用They，不知道对否。请NN指教··· ···
BTW，这道题最后定为BC，可以用other来选出C，LZ应该知道的吧。呵呵

those是对比make 后面那个cars的，宾语的比较不能省略。
