88题是A吧。。

因为题目中说的是ZF的计划对business贷款的影响，问怎么削弱。。

答案就说ZF的计划的效果不好呗，注意答案一定要涉及贷款以及相关。

A贷款是有了，可是居民消费水平下降了，得不偿失

其他的选项都出现了无关的对象。比如B tax  revenue。。
