为什么B好呢？我觉得B很罗嗦而且两个代词知道起来也很模糊

1、demand要求，最好后面跟祈使语气，这里B是省略了the money (should) be中的should.
2、it 代指administration，them代指school districts，不会弄混，因为两者单复数不一样。
另外第3点我不太确定，一般来说主动比被动要好，这里是指school districts spend money ，用主动态更为好些。
