那就算两公司的发病率一样高好了，那么两个公司也应该有相同的 incentive
E.the average length of time an employee stays with RenCo is less than it is with Garnet
E 说R的员工呆不长时间，经常跳槽什么的，那么久很可能还没发病，员工就已经走了，那公司就不用承担医疗费了
