是说把范围控制在离summit某个范围可以减少光的通过，那么c说离summit相对远正是这个的取非。

而D，原文说的是通过测压力的变化可以估计折射，而不是压力的大小改变准确性。

另外常理，压力越小，对于空气越少，光的折射影响越小，误差越小。

因为文中说了他们缩短了光射到经纬仪的距离来减小误差，说明距离大误差大

而D只说了低压低温，按原文意思，只有温度和压力的变化会有折射误差，如果所有的地方都是同样的低压低温的话，不会有误差

我觉得应该是D吧？作者首先谈到了引起REFRACTION的原因，影响因素最大的就是 DIFFERENT TEMPERATURE AND PRESSURE.
One source of error is refraction, the bending of light beams as they pass through airlayers of different temperature and
pressure. Because light traveling down from a summit passes through
many such layers, a surveyor could sight a mirage rather than the peak
itself.
