我觉得degree都是指最高学位。。所以withoug a college degree指最高学位都没有college degree....正象我说我bachelor degree,意思是我没有master degree(虽然 master degree的人必定有bachelor degree)

我认为withou a college degree指worse educated或者是college没能毕业。这样的话就可以和原文中的college graduate （with a college degree)相对应了。
而且这道题目除了B之外没有一个是正确的，可以使用排除法。
