我理解是它说B地的电视机销量不变的情况下从B地电视机装配工人的数量减少推出B地生产的电视机减少，再推出从V进口的电视机增多。但是，装配工人减少不代表生产的电视少了，如果生产电视机的时间缩短了，少量的工人可以生产的产量是一样的，所以不能说明B地的产量减少。所以就不能推出从V进口的量增多
