93.higher this year than last,这个是时间的比较。

When comparing time or place, you have two options for structuring the comparison:

1. Joe studies more at night that he does during the day. (The sentence compares Joe to himself.)

2. Joe studies more at night than during the day. (The sentence compares "at night" to "during the day.")

但是对于选项末的were不太理解,不可以是refiners are paying和they paid 来比较么??

个人认为这道题, 比较前部分无论是用refiners are paying, 或 refiners pay, 后半部分无论是用than they were (paying) 或 than they paid, 都是可以成立的. 只不过前面要是说refiners pay, 后面就不能说than they were 而是要把时态补全than they were paying.
