个人认为这道题, 比较前部分无论是用refiners are paying, 或 refiners pay, 后半部分无论是用than they were (paying) 或 than they paid, 都是可以成立的. 只不过前面要是说refiners pay, 后面就不能说than they were 而是要把时态补全than they were paying.
