不对,have access to sth 是一个固定短语, 意思是 可以获得。。。。, C. Choosing manufacturing site locations (that have access tooptimal workforce populations)后面修饰locations的,意思是选择一个可以获得优化劳动力的地点 答案是C,但我没想通为什么
