求助一道PREP数学题啊

a certain city with a population of 132000 is to be divided into 11 voting districts,and no district is to have a population that is more than 10% greater than the population of any other district,what is the minimum possible population that the least populated district could have?
A 10700 B 10800 C10900 D11000 E11100
我已经把AB排除了，后面的就不知道了，还请大家帮忙啊！！
还有谁能帮忙解释下 prime factor啊，我做题总错，这是什么意思啊？

不知道我的思路对不对：
既然最多只能超过10%，要使population最小的那个district的人数最少，只有使其他的district的人数尽量地多。因此假设最少的那个为x,其他的都为1.1x.这样10*1.1x+x=132000 解出答案为D。。

质因子
首先lz应该知道什么是质数哦，2、3、5、7、11、13...其中2是唯一一个偶质数。。。
举例来说
60=2*2*3*5，128=2*2*2*2*2*2*2
这就是所谓的分解质因数
那60的prime factor就是它不同的质因子：2、3、5
128呢，则只有2这一个质因子
好了，就是这个意思……
