求救两道数学题

1、0算是能被7整除的数吗？我看到两个不同答案。请高人给指点一下。

2、一个公司Z由两个部门组成分别是X和Y（两个部门是独立的没有重合的部分），每个部门都有正式员工和临时工组成。is the ratio of the number of full-time employees to the number of part-time employees greater for division X than for company Z. (1)the ratio of number of the full time employee to the number of part time employee is less for division Y than for company Z.

条件1能推出结论吗？

2. FY/PY<(FX+FY)/(PX+PY)   =>  FY*PX + FY*PY < FX*PY + FY*PY => FY*PX < FX*PY =>  FY/PY <FX/PX

第二题我还是不太懂，题目要求好象是, 如果FZ/PZ>FY/FZ, 求证 FX/PX>FZ/PZ。
