有一道新题我花了很长时间，题目本身不难理解，但我肯定是某个概念没弄清，导致怎么算也算不到选项。这题表格如下

Only tax
both Tax and fees
Only fees

表格向我们说明了250个分别处在两个不同年龄段的公民购买两种type of insurance—— tax 和 fees的情况
问在这250个公民中，what's the probability of the citizens younger than 40 years old, or who purchase a type of insurance that includes a tax, or both？选项有3/25 8/25 12/25 3/5 4/5
我弄不明白的是 who purchase a type of insurance that includes a tax 包不包括both Tax and fees
不管包不包括就是没算到选项的答案应该是个>13/25的数就蒙了
