不可以在to 和其所要修饰的词中间加逗号 没有这样的表达 加了就是非限制性

我记得（，to）用法是不是分词表示将来，所以错？那选C没有歧义的吗？

og解释说即使没逗号还是不可以， 因为to 不能作为非限制性的介词短语修饰items。
我理解是to一般是修饰动词表动词发出的目的， 而不能接在名字后表目的
