A certain city with a population of 132,000 is to be divided into 11 voting district, and no district is to have a population that is more than 10 percent greater than the population of any other district . What is the minimum  possible population that the least populated district could have?

132/11=12 也就是说平均每个district应该有12

人最多的district不能比其他的多10%

假设它了X, 这少了的X平摊到其他的10个district可以保证这个区人数是最少的

那么就是(12-x)(1+10%)=(12+X/10)  X=1

所以最少的人的地方是12-1=11个人
