答案是C，可我觉得是E。因为我感觉剩下的40％的projects分配了几个人，题里没有给出信息，推不出答案。

剩下的40％的projects每个都是3人

把每个project的人数按大小排列，前35%都是2人或1人，后25%的都是4人或比4更多的，所以median  一定在剩下的每个都是3人的project里

谢谢您的解答。但有个问题，你是如何知道剩下的40％是3 persons for each projects的呢，题里没有给这个信息啊。

==...条件1和条件2分别说了4 or more employees以及 2 or fewer employees

剩下来的自然是 3 employees

 不是3人的话，就会被包含在4 or more的25 percent 或2 or fewer 的35 percent的情况中啦
