这题以前我就说过了，再说一次。

这里ABC的duplicated facilities的用法全部都是错误的。因为既然已经用了完成时态的duplicated，还怎麽避免呢？

这里E的含义是这样：如果仅仅因为设施的重复应该避免的话，那么在这个地方建医院是浪费资源。

这里lz可以比较下duplicated facilities（已重复的设施）和duplicatiion of facilities（设施的重复）之间的细微区别
