In the 1980's the rate of increase of the minority population of the United States was nearly twice as fast as the 1970's.（红色部分相当于划线部分）

ADE可以不管
问题是

答案选C 我觉得B也没错阿？

书上的解释是B选项 it was in the 1970's 是个句子，与名词短语 the rate of increase 形式不对称。

但是请仔细看红色部分前面不就有一个was吗？

再参考一个正确的语法句子作为模板

The United States government employs a much larger proportion of women in trade negotiations than does any other government.
