假设老人一个月有200就可以过的很好，这部分钱是由子女和政府共同承担的，一人分担100元,但是当政府增加补助的时候比如说到了150元，子女觉的只要再给父母50就够花了，所以整体来说没有better off, 第二是说在城市的子女不用寄给农村的父母过多的钱，因此有更多的钱可以用来消费
