我覺得b的答案很好,坐車的小孩增加了,傷亡自然也就增加了,錯在哪呢?謝謝

我覺得本題的推論句是 "In that way, the functioning of public agencies will be improved."如果推論句真的是這句的話,那答案b是不是比較合理呢?謝謝

This is tricky in the way that the stem asks for an option which can BY ITSELF account for the discrepancy. (B) is a factor in    arriving at    the number of injuries, but it is not the only one,     we must also look at some other things    such as    the enhancement of the safety which    would very well offset (B)'s influence.

if (B)'s wording is like this:


At least one of the factor determining how well government agencies function is the amount of experience the administrators have.


then it is the assumption, see the difference?

我觉得B即使改成那样,还不是很贴切,虽然非常迷惑。因为,文章只说,大量的有经验的XX会改善公共机构的运行,然而并没有说,数量是决定因素,或者说越多越好。

有道理,只是一个影响因素,上文中determing 改为 affecting 更确切。
