这道题可不可以这样理解
law 发挥作用应该是一个持续的状态 所以应该用making 来修饰，表示动作的持续性，而不是that makes（made）表示动作的一次性， 这样就剩AC了 然后A跟C比较的时候是因为后面for a United States citizen to hold 更简洁吗？
