D 项是不是错在 in 1997上啊，原句的意思应该是直到1997年为止。。。不知道是不是这样，我开始就选的D

修饰没有错误，比较对象因为出现了a figure，明确是与前面的数字作比较。

如果是说in 1997有问题，那么表示“在某一时间的数字”用什么样的介词呢？

而且GMAT很喜欢这个结构啊~~~~~
