我的理解：

1）首先大结构是rock在上面提到的，没有问题

2）acting as sentinels and sounding, and sounding是否可以看做对sentinels的进一步说明？因为，我觉得这里并不是严格意义上的并列，而是用sounding来继续加强sentinel，不知这样理解是否正确？

另外，如果把acting asXXX和sounding XXX看做并列的话，那么B选项如果改成acting as sentinels, sounding是否正确呢？

我的理解：

看了讨论贴貌似又想明白了，这个题目以前我做过好像选对了，怎么现在做又错了，难道我是走火入魔了？：Agree with B.

If B is not true, then most of the projects deemed wasteful are in the President party's district, then the fact that 90% of cancelled projects are in opposite party's district could not be the gound for sound unbiased motivation.
