Monthly Salary：中有个staring 和ending, 这个是指啥阿？

Thanks! I plan to wait untill they finish their holidies on 3th Juanuary. However, I/m afraid if it is too late for the 3th round. What is the exact deadline for the 3th round, the 5th or 9th?
