     问：为什么m 工业会把国家安全问题列上去(在分析还没有出来之前)？
     C：除了国家安全问题，他们在其他问题上都无法要求到国家贸易保护。

Ignore the first sentence about Defense Department. Simplify the question t why m industry use national security as an excuse in petition for import quotas. Then you'll find only C is the answer.

OG gives us a hint by saying: it is suprise that m industry raise national security,an issue seems have nothing to do with m industry, in its petition.
