They will always need first years so they will not stop hiring.  But I am sure they won't hire as many as last year.

To hire entry level because they want to keep good relationship with the good schools, so that they can get enough new staff when the market is better.

Some cuts are not related to the performance. Less clients and budgets force each team to use less people and lot of staff cannot get enough experience in the first year, so...
